"Since 1999, UNDP has embarked on a major programme of reform and renewal to be able to demonstrate where and how the
organization is making a measurable contribution to the elimination of poverty. Results-Based Management (RBM) is the major
pillar of UNDP's transformation:performance at the level of development goals and outcomes is systematically measured and
improved, and resources are strategically managed and put to the best possible use to enhance the organization's development
effectiveness. The shift to a culture of performance calls for the realignment of all UNDP programming instruments with the
organization's RBM methodology, including monitoring and evaluation (M&E).
The Handbook on Monitoring and Evaluating for Results aims to support country offices in aligning their monitoring and
evaluation systems around tracking and measuring the performance and contributions of their interventions and strategies to their
outcomes. It aims to provide simple, flexible tools for monitoring and evaluation that respond to the future needs of UNDP."
This manual is written specifically for UNDP country offices and thus much of the content refers to UNDP-specific
procedures and forms. Thus, it isn't the best resource for non-UNDP people. It includes some very good information about how to
implement results-based management and focus on outcomes and impacts, in place of the previous institutional focus on inputs and
outputs. However, we were surprised not to find any linkage between the proposed approach to M&E and UNDP's planning process,
which includes use of the logframe.
